Fleet Precheck is being shared early, while it is still taking shape. We are working with fleets to get the daily check right before it is a finished, generally available product. Expect it to evolve.

Does it work without a signal?

Yes. It is offline first. The check is captured on the device and syncs when coverage returns, so a driver in a dead spot is never held up.
